FAISALABAD: Pakistan Muslim League-N parliamentarians are not happy with surging influence of the civil and police bureaucracy on them owing to this they are not actively working to help party tackle the situation of Long March and Youm-e-Shuhda, it has learnt.
The parliamentarians had boycotted a function organized at the Circuit House in connection with the Independence Day when they found that commissioner Akram Javed and Regional Police Officer Ahsan Tufail were occupying seats on the stage and MNAs and MPAs were offered seat in the hall.
Parliamentarians went back to the circuit house meeting room in protest. Provincial minister Nadeem Kamran, the DCO Noorul Ameen and others had gone to placate the agitating parliamentarians and asked them to return and join the function.
An MPA requesting anonymity said it was humiliation of the parliamentarians when public servants were offered seats on the stage.
A senior officer of the district confided to the parliamentarians that provincial minister Raja Ishfaq Sarwar who is also the PMLN Punjab secretary general, had directed the administration to place the seats of RPO and Commissioner on the stage.
It was condemnable that parliamentarians were disgraced by the
bureaucracy amid presence of the PMLN leadership, he added.
Another parliamentarian said, in the last week of May last, a number of parliamentarians had been disgraced at a function arranged in connection with the ground breaking ceremony of Ruyi Masood Industrial Park. He said a number parliamentarians had been refused entry into the function who could not bring the invitations with them. He said the bureaucrats had been observing the entire situation and did not extend any helping hand.
He said bureaucracy plainly said the function was organized a private entity.
A veteran politician and MNA Mian Farooq had to boycott the function over treatment meted out to the parliamentarians, he added.
Besides, he said the police had been trying to teach a sound lesson to the parliamentarians by fixing MPA Rana Shoaib Idrees in a case of attack on the Khurrianwala police station.
He said party bosses instead of listening to the parliamentarians giving importance to the police version that was not completely true.
Sources said the parliamentarians were being discouraged a snubbed by the police and civil bureaucracy if they visit them for public needs. They said a number of times the party bosses had been informed in this regard that complete trust and focus on the
bureaucracy would land party in an outlandish situation.
They said instead of resolving the issue the bureaucracy had gained more strength rather to mend ways.
An MNA of rural area said due to surging influence of bureaucracy, most of the parliamentarians were not actively doing anything to moblize party workers to come forward in a situation when leadership was in a mind-boggling situation owing to PTI and PAT. He said now government would use civil and police bureaucracy to stop both events
and the approach would ultimately bring a bad name for the party.
Deteriorated situation of power supply, its surging rates, crime incidences in Punjab and public distrust on the parliamentarians owing to continues interference of bureaucracy in all affairs will buffet the party and it will lose public confidence and support, he added.
He said proof of bureaucracy influence was a supplement published in a
local daily. He said in the supplement the state minister for water and power Abid Sher Ali, former law minister Rana Sanaullah, MNA Shehbaz Gujjar, MPAs Tahir Jameel and Azad Ali Tabbasum had been praising the DCO Noorul Amen Mengal on various projects. He said it was enough for the public to gauge the importance of the parliamentarians.
"How people will trust on us when public servant (DCO) is being praised by the public representatives (parliamentarians),” he added.
He said when Pervez Musharraf had introduced the Local government
system the DCO had been made the secretary of the district nazim. The
DCO was answerable to the district nazim and the district assembly as
well. However, now representatives of the provincial and national assembly are forced to praise the DCO, he lamented.
Former district nazim Rana Zahid Touseef said praising the DCO was a classical example that routine affairs were being run through the bureaucrats rather elected people. Is it the democracy when elected representatives cannot do anything for the well being of the masses,
he added.
He said it was surprising that officers were ruling in the democracy and the people who bagged thousands of votes were helpless and praising the DCO.
PMLN Punjab secretary Raja Ishfaq Sarwar, who is also minister for
Labour and Human Resource told Faisalabad had 22 MPAs and 11 MNAs
and it was not possible to accommodate all of them on the stage.
He said PMLN had firm believe that government officers were the public
servants and they had to serve people under the command of the
parliamentarians. He said he had issued instructions to all DCOs, CPOs, Commissioners and RPOs to perform their all Independence Day related activities under the command of parliamentarians and even PMLN
office bearers.
He said not a single parliamentarian had complained him of the surging
influence of the bureaucracy.
Issuance of a supplement in favour of the DCO by the political bigwigs
is not in his knowledge, he added.
